El Paso's Cosmetic OB/GYN
Dr. Novoa was born in Lima, Peru. He graduated with honors from Meharry Medical School in 1995. He completed his residency in obstetrics and gynecology through the Greater Baltimore Medical Center (GBMC) in Baltimore, MD in 1999.
In August 1999, Dr. Novoa moved to El Paso from Baltimore, Maryland. Subsequently, over a three-year period, he developed one of the largest OB/GYN practices in El Paso.
In 2003, Dr. Novoa expanded his practice to include cosmetic procedures and is currently the only Cosmetic OB/GYN in the El Paso area providing services to include Cosmetic Surgery, Reproductive Health, Sexual Medicine and Obstetrics/Gynecology and AWAKE procedures as well as primary care services and high-risk obstetrical care to include Vaginal Birth After Cesarean Section (VBAC) and Vaginal Birth After Cesarean Section x2 (VBA2C).
As a Cosmetic OB/GYN Dr. Novoa practices a multi-disciplinary "Minimally Invasive Surgery" approach to the management of women's health care. The philosophy of Minimally Invasive Surgery (MIS) is fundamentally based on the practice of medical techniques that prevent surgery, and, when surgery is necessary, it is the practice of surgical techniques that minimize scarring and shorten the period of postoperative recovery. It promotes the completion of surgical procedures in an office-based setting which is safer, less expensive, and less invasive as compared to the same procedure under general anesthesia in a hospital setting.
As such, Dr. Novoa is an expert in fully conscious or AWAKE anesthesia and routinely performs OBGYN and Cosmetic surgery without the need for IV sedation or General Anesthesia in his Level III Office Based Surgical Center. These procedures include colposcopy, Loop Electrosurgical Excision Procedure (LEEP), Intrauterine Device (IUD) insertion, and hysteroscopy.
Dr. Novoa also uses AWAKE anesthesia for more advanced surgeries such as Cesarean Section scar revision, Breast Augmentation, Liposuction, Lipoabdominoplasty (Tummy Tuck), Fat Transfer Brazilian Butt Lift (BBL) and Vaginal Esthetic Surgery ( Labiaplasty, Clitoral Hood Reduction, Hymenoplasty, Labial Fat Transfer, Vaginal Rejuvenation and Virginal Size Restoration Surgery).
Patient Advocate
Over the past 25 years Dr. Novoa has worked tirelessly as a patient advocate dedicating most of his personal and professional time to pro bono medical charity work.
In 2014, Dr. Novoa accepted a request from members of the Essure Problems Facebook group to join as a professional medical advisor to provide the world community information about Essure Permanent Sterilization Device marketed by Bayer. This device was marketed as a minimally invasive sterilization device that could be placed in an office setting without anesthesia. Dr. Novoa was instrumental in the removal of this device from the world market in 2017.
Dr. Novoa is internationally recognized as an expert in AWAKE procedures and as a patient advocate who has appeared on numerous podcasts and assists in the medical management of thousands of patients throughout the world.
He most recently appeared as a narrator in the Academy Award nominated medical documentary, THE BLEEDING EDGE, which can be seen on Netflix and has received international acclaim.
